[tac_plus] daemon running but not working?

I've just installed tacacs+-F4.0.414 on Fedora6 and the daemon is 
running.  I can telnet to the port so I know it's listening, but it's 
not authenticating.  I've tried using a radius testclient and the 
connection times out without a repsonse.

What can I do to find out why it's not working?  I've tried various 
debug levels, but never see anything in the logs other than when the 
server starts.
