[rancid] Rancid 3.1.99 Alpha git integration issues.

entirely possible that i've screwed-up the git support; i'll have to re-test
it.  but, this error is odd.  rancid-cvs doesnt create .gitconfig itself.
so, what is the source of that file and thus this error?
