Taxonomy Draft information

The current taxonomy draft seem to occasionally drift into being a 
recommendations document.
At one point it says that an AS "should be able to aggregate".  Later on it 
states that an AS "should aggregate" information which is not aggregated in 
current practice.
The current document (without these recommendations) seems to be a very 
useful guide to getting more information out of the data collection that is 
going on, and providing for a common understanding of the data.  I believe 
that recommendations for future behavior would be best served by capturing 
them in some other document.

PS: The document occasionally talk about different information flowing 
between peers vs customers vs transits.  While such distinctions are 
meaningful in many contexts, it does not appear to help this document 
noticeably.
