In earlier Cisco IOS releases, clearing any single controller's call-counter would clear the system's "High Water Mark" (HWM). There also was no command to clear the HWM of all controllers using a single command. More options have been added to the existing clear controllers command to address this issue.
This particular feature provides a single command to clear the call-counters for all the DS0 controllers in the system, and additionally separates the logic of the recalculating system's High Water Mark whenever individual controllers are cleared.
Without this new feature, the system's HWM would be recalculated when any individual controller's call-counters were cleared. With the new feature, the system's HWM is either cleared by doing the explicit clear controllers call-counters system-hwm command, or when the global clear controllers call-counters all is executed.
There are no new or modified Standards, MIBs, or RFCs pertaining to this feature.
To clear the call-counters:

Enter any of the clear controllers call-counters commands and then use the show controllers call-counters command to verify that the counters have been cleared.
This section documents new or modified commands. All other commands used with this feature are documented in the Cisco IOS Release 12.1 command reference publications.
Syntax Description
t1 | e1 Use either T1 or E1 depending on the type of controller. If t1 or e1 keyword is specified, then the command acts on the individual controller specified in number. In this case the additional options of system-hwm or all won't be available. number To clear an individual controller, select the shelf (for Cisco AS5800s)/slot/port number in the following format: shelf/slot/port. system To clear the system's High Water Mark only (not the individual controllers), use this keyword. all To clear all High Water Marks (individual DS0s and the system total High Water Mark) use this keyword. This keyword clears all controller call-counters including the individual controller timeslots' time in use and the number of calls on those timeslots since the last reset was done using the clear controllers command on that controller.

Usage Guidelines
The clear controllers call-counters all command clears the system's DS0s High Water Mark and all controller individual statistics including the controllers' DS0s High Water Mark, Total Calls, and Total Duration.
The clear controllers call-counters system-hwm command clears the system's DS0s High Water Mark and leaves all other call-counter statistics untouched.
Refer to the comments below for the meaning of call-counters displayed before and after executing clear controllers call-counters related commands.
1. The numbers displayed under TotalCalls for each timeslot represent total calls that were connected succesfully. Note that if a first call comes in on timeslot 10, then show controllers t1 call-counters displays 1 under the TotalCalls column for timeslot 10. A value of 20 displayed under TotalCalls for timeslot 10 indicates a total of 20 calls connected on timeslot 10 since the last time call-counters were cleared.
2. DS0s Active: Indicates the number of active calls on that controller. This number indicates the current number of calls on the controller at any given time.
3. DS0s Active High Water Mark: Indicates the peak number of calls on the controller since the last clear controllers t1 1/0/0 call-counters command was entered. If the number of active calls 'DS0s Active' is less than DS0s HWM, then HWM remains untouched. If new calls come in and thus the Active DS0s are more than the HWM, then the HWM is incremented to reflect the new peak number of calls on that controller.
4. System DS0s High Water Mark: Same as point 3 but this value reflects the HWM at a system level including DS0s of all controllers.

Controllers 1/3/0:3 and 1/3/0:8 both have DS0 Active 2, DS0s HWM 2. The Total Calls field represents the total number of calls on that time slot since the controller was cleared. This accumulates for every call made on that timestamp and will set to zero on individual controllers when clear controllers t1 1/3/0:8 call-counters is entered or at the system level when clear controllers call-counters all is entered. Total Duration is the same as Total Calls except that it reflects the accumulated connection time on that timeslot.
This has nothing to do with active calls---if a clear controllers is entered for a controller that has active calls, which have been connected from the past 30 minutes, the Total Calls and Total Duration are reset to zero. For example, we can have this controller 1/3/0:3, timeslots 22 and 23 connected and active and when clear controllers t1 1/3/0:3 call-counters is entered the corresponding fields are set to zero.

After clearing call-counters for controller 1/3/0:8, as said earlier, Total Calls and Total Duration reset. In addition DS0's High Water Mark is also cleared to the number of active DS0s. Whenever the DS0s' HWM is cleared it won't reset to zero, but rather will be set to Active DS0s for that instance. So for 1/3/0:8 HWM is 1 after clearing since DS0 Active is 1 (1 active call). Total Duration is 35 seconds for timeslot 22 and Total Call is 0 since they got reset when clear call-counters was entered. Total calls on this timeslot will be incremented when a new call comes in on this timeslot.
Use the new option, clearing just the system HWM.

DS0's Active High Water Mark | Number of active DS0s approaching the threshold ceiling of the system. |
TimeSlot | Timeslot number used on the controller for the specified DS0. |
Type | Type of call occupying the timeslot. This entry is usually CAS or ISDN PRI. |
TotalCalls | How many calls came in on this timeslot or DS0. |
TotalDuration | How long the last call was connected. |
System's DS0's Active High Water Mark | Total number of active DS0s that are approaching the threshold ceiling of the system. |

Description
DS0---A single 64 Kbps channel, which is the building block of T1/E1 transmission lines. Designed for digital voice (PCM). 24 DS0 channels make up one T1 line. 32 DS0 channels make up one E1 (European) line
High Water Mark---A counter which reports the highest number of DS0s that were in use at one time.
